The Sole Administrator of Rivers State, Vice Admiral Ibok-Ette Ibas (retd), has urged the contractor working on the State House of Assembly Complex to accelerate their work and complete the project on time. Ibas emphasized that restoring effective legislative activities in the state is part of his responsibility.
During a site inspection of the ongoing reconstruction on Saturday, Ibas noted that the project was awarded to Monier Construction Company Limited. The new Assembly Complex will feature around 34 en-suite offices, meeting rooms, a conference hall, and an elevator.
Accompanied by Dr. George Nwaeke, the Head of Rivers State Civil Service, Ibas was shown around the construction site by Omaka Oko, the General Manager of Monier Construction.

The Sole Administrator stated that since taking on his role, he has identified a significant gap in the state’s governance structure, specifically regarding the legislature. “I had been at the Executive arm of the state governance structure, and one of the pillars that is missing for now is the legislature. For them to function effectively, they also need a place to work from,” he explained.
Ibas reiterated that timely completion of the project is crucial, and he believes the contractor has a schedule to follow. He noted that Governor Fubara had provided the necessary funds needed for the assembly complex, making it clear that the responsibility lies with the contractor to stick to the agreed terms.
“I think the state has done its own bit by providing the necessary funds needed, and I was briefed on this,” Ibas added. He remains committed to ensuring that the Assembly Complex is ready for legislative activities within six months.
The Sole Administrator also stressed that his primary role is to maintain law and order so that the state can return to its intended functioning.
